Whether it’s building a bridge over a river, shipping freight across oceans, or managing stormwater for a roadway project, transportation and water are inextricably linked. Join us as we learn from three panelists who have experience with both water and transportation:

  • Randy E. Hayman, Esq., Commissioner & CEO, Philadelphia Water Department
  • Elaine Elbich, P.E., Portfolio Manager, Pennsylvania Department of Transportation – Engineering District 6
  • Kelly A. Williams, Public Works Commissioner, City of Wilmington, Delaware


We’ll hear about how the Philadelphia Water Department is managing water and sewer infrastructure; how PennDOT interfaces with safety, maintenance, and capital programs; and how Wilmington, Delaware links water infrastructure investments with regional capital projects. We’ll also touch on shared issues as they relate to technology, succession planning, an inclusive and diverse workforce, and engaging the community.
